46A-13-32. Construction of drainage improvement--Provision for necessary funds--Letting of contracts, advertising for bids--Joint arrangements. Upon the funds necessary to complete such improvement being provided by the proper authorities of each state affected, the commission in this state shall have authority to join with the court or tribunal of such other state or states affected and, by acting jointly or by a commission appointed by them for that purpose, to construct such drainage improvement, and to make all necessary arrangements for the letting of a contract or contracts for the construction of the same, and to advertise for bids for such construction in accordance with the plans and specifications which shall be reported and provided by the engineers appointed to make such joint survey, such bids to be received and opened at such time and place as shall be designated in such notice, and the contracts to be let in such manner as shall be designated in such notice. All or any portion of such improvement may be contracted for separately, and the contract shall contain such conditions and provisions as the respective authorities acting jointly may require, and all provisions for the completion thereof, the supervision of the work and the payment therefor may be provided for by joint arrangement between the representatives of the several states. The authorities of each state, however, shall be responsible only for the sums arranged to be furnished by assessment or otherwise within the limits of such state.
