8-30-205. Effect of rules.
Rules adopted under the provisions of this part shall have the force and effect of law, and may include any provisions relating to state employment, not inconsistent with the laws of this state, which may be necessary or appropriate to give effect to the provisions and purposes of this part and part 3 of this chapter.
