§ 2325. Agency for cooperation under federal soil conservation law

In order that the policy of cooperating with the governments and agencies of other states and of the United States in carrying out the policy and purposes specified in section 7(a) of the act of Congress, known as the "Soil Conservation and Domestic Allotment Act" may become established in the state of Vermont, and in order to effectuate such policy, the University of Vermont and State Agricultural College is hereby authorized and empowered:

(1) To formulate, with the assistance of the agricultural extension service and the agricultural experiment station, pursuant to the standards therefor set forth in section 7(a) of such act of Congress, agricultural plans for this state for each calendar year, commencing with the year 1938, and from time to time to make such revision in such plans as may be necessary to effectuate such purposes;

(2) To prescribe such rules and regulations with reference to the administration of such plans (including provision for participation in the administration of such plans by county and community committees or associations of agricultural producers, organized for such purpose) as may be necessary or expedient for the effective administration thereof;

(3) To provide in such plans for their administration by the University of Vermont and State Agricultural College, which is hereby designated and authorized as the state agency of the state of Vermont to administer such plans;

(4) To submit such state plans to the secretary of agriculture of the United States, prior to such time and in such manner and form as the secretary may prescribe;

(5) To receive on behalf of the state of Vermont any grants made pursuant to section 7 of such act of Congress, and to utilize and expend such grants in accordance with the provisions of such state agricultural plans as may have been approved by the secretary of agriculture, and in the event any state agricultural plan authorized herein is approved by the secretary of agriculture, the university shall condition any offer to make payment to agricultural producers upon the receipt of grants of federal funds sufficient for making the payment so offered;

(6) To enter into agreements with producers, and to provide by other voluntary methods, for adjustments in the utilization of land and in farming practices, and for payments in connection therewith in amounts it determines to be fair and reasonable;

(7) To employ such personal services and incur such other expenses as it finds necessary for the efficient exercise of its powers and duties hereunder;

(8) To utilize such available services and assistance of other state agencies of this state, including the agricultural experiment station and the agricultural extension service, and to exercise such powers and authorities as may be necessary or proper to the performance of their duties and functions hereunder;

(9) To delegate to committees, associations, individuals, corporations or other state agencies such functions in carrying out the provisions hereof as it deems suitable;

(10) To provide for the submission to the secretary of agriculture of such reports as may be required to ascertain whether such plans are being carried out according to their terms and to assure the correctness of and make possible verification of such reports. (Amended 2009, No. 33, § 37.)
