§ 15.2-748. Annexation by city.
No part of a county's territory may be annexed by any city unless the wholecounty be annexed. In such latter case the county shall not be annexed untilthe question of annexation has been first submitted to a referendum of thevoters of such county and approved by a majority of those voting thereon.
