§ 21-254. Special contracts for disposal of sewage and other wastes.

(a) Every commission is authorized to enter into contracts with the UnitedStates of America, or with any department, institution or agency thereof, onsuch terms and conditions as the commission may approve, providing for orrelating to the treatment and disposal of sewage or industrial wastes of ororiginating in or on any reservation, property, institution, building orstructure within the district owned or under the control of the United Statesof America, or any department, institution or agency thereof, by means of thesewage disposal system or such other facilities as the commission maydetermine to provide for such purpose, or in such other manner as suchcontract may provide.

(b) Every commission is authorized to provide, contract, operate and maintainfacilities for the treatment and disposal of industrial wastes originating inthe district, and to enter into contracts with any person, on such terms andconditions as the commission may approve, providing for or relating to thetreatment and disposal of any such industrial wastes.

(c) Every commission is authorized to enter into contracts with any personowning or operating any sewer system within the district or engaged intreatment or disposing of sewage or industrial wastes originating in thedistrict, on such terms and conditions as the commission may approve,providing for or relating to the treatment and disposal of any sewage orindustrial wastes collected in such sewer system or by such person.

(d) Every commission is authorized to enter into contracts with the owner ofproperty adjoining its district on such terms and conditions as suchcommission may approve, providing for or relating to the treatment anddisposal of sewage or industrial wastes of or originating in or on suchadjoining property by means of the sewage disposal system or such otherfacilities as such commission may determine to provide for such purpose, orin such other manner as such contract may provide.
