§ 32.1-102.10. Commencing project without certificate grounds for refusing toissue license.
Commencing any project without a certificate required by this article shallconstitute grounds for refusing to issue a license for such project. Personscommencing any project without a certificate as required by this articleshall be subject to the penalties set forth in §§ 32.1-27 and 32.1-27.1.
