§ 46.2-1703. Authority to promulgate regulations.

The Commissioner may promulgate regulations necessary to (i) enforce theprovisions of this chapter, (ii) provide adequate training for students,(iii) protect student and public safety and (iv) carry out the otherprovisions of this chapter. These regulations shall include but need not belimited to curriculum requirements, contractual arrangements with students,obligations to students, facilities and equipment, qualifications and otherrequirements for instructors, school ownership requirements, surety bondrequirements, and financial stability of schools.
