§ 46.2-2011. Considerations for determination of issuance of license orcertificate.
In determining whether a license or certificate required by this chaptershall be granted, the Department may, among other things, consider theapplicant's experience, qualifications, character, fitness, financialresponsibility, and compliance with the requirements of this chapter.
