§ 46.2-2099.4. Required certificate of public convenience and necessity.

No sight-seeing carrier, unless otherwise exempted, shall transportpassengers on any highway within the Commonwealth on an intrastate basiswithout first having obtained from the Department a certificate of publicconvenience and necessity authorizing such operation.
