§ 46.2-313. Persons with suspended or revoked licenses.
The Department shall not issue a driver's license to any person whose licensehas been suspended, during the period of the suspension; nor to any personwhose license has been revoked, or should have been revoked, under theprovisions of this title, until the expiration of one year after the licensewas revoked, unless otherwise permitted by the provisions of this title.
