46.2-491 - Persons included within scope of article.

§ 46.2-491. Persons included within scope of article.

This article shall apply to (i) every resident of the Commonwealth,regardless of whether he possesses a driver's license issued by theDepartment and (ii) every nonresident to whom the Department has issued adriver's license.
