Messenger to be sent for abstract of votes, when.
115.509. If the secretary of state fails to receive anyabstract for one mail after it is due, he shall dispatch amessenger to the county not returned, with the direction todeliver the abstract, unless circumstances clearly justify alonger delay, which in no case shall exceed thirty days.
