North Dakota Department of Agriculture v. Kelsch Civil No. 930166 Per Curiam. Bruce Kelsch appealed from a summary judgment in favor of the North Dakota Department of Agriculture ordering him to pay $20,000.00 for unpaid civil penalties pursuant to an agreement between Kelsch and the Department.
