The court's opinion certifying the Attorney General's certified ballot title for Initiative petition 165 (2002) and the appellate judgment in this proceeding contains a typographical error. The opinion is amended and modified as follows: The term "Supreme court" at page 2, line 12, is changed to "Supreme Court."
